Cesar O. Romero

Project Manager

Cesar O. Romero, Jr. is project manager for Portland Services, Inc., and is primarily responsible for scheduling, subcontracting and dealing with a project’s owner’s rep or general contractor. With experience in all facets of the construction industry, Romero has played a key role in the success of high-profile projects by some of South Florida’s best known developers including Terra Group and Dacra Development.

Romero served as construction manager for Terra Group’s Quantum on the Bay, a $160 million project with two high-rise towers, and project manager for Dacra Development’s Aqua on Allison Island, a $125 million project of 46 four-story homes and three 11-story mid-rise towers. He was also project manager for The Plaza Group’s The Palms, a $98 million condominium project with twin 35-story towers.

Romero was assistant project manager for The Ocean Club on Key Biscayne, at the time the largest residential condominium project in South Florida, and for the $187 million Bank Atlantic Center by Morse Diesel International. Prior to that, Romero was field engineer/threshold inspector for Gopman Consulting Engineers on the $60 million, 46-story Portofino Tower.

Romero received a degree in civil engineering from Walla Walla School of Engineering in College Place, Washington. A native of El Paso, Texas, Romero has been a resident of South Florida since 1994.
